About David C. Scruggs
David Scruggs has represented taxpayers in numerous state appeals as well as before local and state boards of equalization. He has also represented taxpayers in state and federal court proceedings. He was co-counsel in the landmark Memphis Bank & Trust Co. v. Garner property tax case, which was decided by the United States Supreme Court. Martindale-Hubbell gives him an AV rating. For the seventh year, he was chosen by his peers for inclusion in The Best Lawyers in America 2022 in the fields of Administrative/Regulatory Law, Litigation and Controversy- Tax, and Tax Law. He was also named Best Lawyers 2022 Administrative/Regulatory Law "Lawyer of the Year" in Memphis, as well as Best Lawyers 2021 Litigation and Controversy-Tax "Lawyer of the Year."
Mr. Scruggs is a frequent speaker at property taxation seminars and is the author of "Ad Valorem Taxation of Agricultural Land in Tennessee," published in the Memphis State University Law Review, Vol. 4, No. 1, Fall 1973. Mr. Scruggs is a certified public accountant as well.
